It was obvious from the first announcement last year about South Africa's minimum wage levels that they probably signalled storm clouds rather than any pale rays of a new dawn. However it is not only to the labour front that the purveyors of a promised new dawn

A façade of unity and cohesion continues to be promoted by Cosatu and, even more interestingly, by the SA Communist Party that is itself under pressure break from the ANC-led alliance. This pressure comes members who believe that party offers a radical alternative. But perhaps the SACP's red flag is now just "palest pink".

So the slow-motion disintegration of Cosatu seems likely to continue, whatever the efforts of the ANC, the decisions of the courts or the votes at whatever national congress is finally staged. After 30 years of sporadic squabbling about party politics, bureaucracy and worker independence, it now appears that an end of some kind is nigh.
